Batteries fully charged?

Quick question: what should the voltage read when the batteries are fully charged? My scanner is a Bearcat 125AT. On it's screen, the batts are almost fully charged, but it only says 2.89. When I put the batteries into an external charger, it shows a full charge is 4.3 volts.

My 325P2 is a two battery scanner and it says 2.94 fully charged and in 5-6 hours reads 1.10 needing a re charge , so I think your right on

in case SFC comes back and for others.
i just picked up a 325P2
and have had a maha c-9000
so after charging two LEXEL 2300's to 1.45 volts each.
and then putting then in the radio.
the radio shows, 2.89
and with two 'bad' cells that when depleted will show HIGH on the maha, i need to start charging them in a dumb charger.
1.45 in the maha,
the radio shows 2.79
