Can anyone tell me if the BC296D works on the Illinois State Police digital system?

Yes and No...
Yes for those sites that use 800 MHz. freqs.
No for those sites that use 700 MHz. freqs.
Check the CARMA Profile or RR database and see if the sites you want to monitor are using 851 thru 869 MHz. If so then the 296 will work. If they are using freqs in the 770 MHz. range then sorry, but you need a new scanner.
