I have a Bearcat BC60XLT that I'd like to use for dedicated satellite work. Is there any way to extend below 137MHz to around 136MHz?

No it's hard coded in the firmware.

You need a different scanner.

Going forward this is older model and a lot has changed in radio communications and would be a great time for you upgrade to something more modern.
