It's possible that this is a "part time" encrypted talkgroup. Radio users can select "In the clear" or "secure" transmissions. It could be entirely coincidental that they were talking "in the clear" when you listened with one scanner.

Now if you have both scanners on at the same exact time and one receives but the other does not, then that is a puzzler.

Well it is a given that none of the scanners can receive an encrypted transmission and play intelligible audio from it. If you could understand what was being said, you were NOT listening to an encrypted transmission.

I just had taken a look at the county and talk group he posted. If some actually took the time to look at the database with the information he provided it is not P25 Phase 1 or 2. His county operates on a EDACS Standard system. So most likely he is hearing a AEGIS digital or Provoice which could be the reason why he is picking it up on the 436 and 536 instead of the 396 & 996 picking it up, it may still make the encryption noise but will not decode.

Digital modulation and encoding (P25, DMR, ProVoice, etc) is NOT encryption.

Digitized voice data can be encrypted, but merely converting audio to bits is not encryption.

Digital modulation is encoding. The act of transforming one concept into a different form is encoding. Your brain encodes a thought merely by speaking it in English.

Encryption is the deliberate act of obfuscating content to prevent unauthorized receivers from being able to understand what was transmitted over relatively insecure links.

Hmm 5 posts .. ?

I don't know why anyone is falling for this as we all (except the OP) know the definition of encryption enough to know when someone is full of ****. Just saying .. ;)
