Best budget scanner for P25

There should be fmp.exe as well as dsdplus.exe in the dsdplus v1.101 folder. Fmp is the tuner and dsdplus is the decoder.

Nice, I ran them both and one came up as text file and disappeared. The dsdplus.exe came up with an error that suggested I try reinstalling it which I did to no avail. I emailed the paypal address and I will see what he has to say. I am going to make something work lol. Is there any other programs you may recommend while I am waiting to hear back?

You could create a new folder and name it anything you like. Then if you still have all the zip files, extract each one into that new folder. Then go into that folders view options and tell it to display the extensions (exe, dll etc)

Is there a radio $125 or under that can do P25 Phase II?

I live in Butner, NC and would like the ability to hear what’s going on, especially when someone escapes on of the prison facilities. Mostly it would just be for Butner Public Safety.
Scanner, no. SDR dongle(s) attached to your pc with free software, yes.

As jt has already noted, you are unlikely to find a P25 Phase II capable scanner in that price range. Other than using, as noted, a PC and an SDR, your only chance would be if you found one at a pawn shop, or estate sale, where the seller is not aware of the true value, and wants to move the item quickly.

Your town, Butner, is shown in the database as using the statewide system, VIPER. That system, currently, is a P25 Phase I system, not Phase II. However, it is still unlikely to find a scanner capable of monitoring that specific system in your $125 price range unless you get very lucky and spot a previously owned scanner in that range.

Welcome to the RR forums. Why do you have the need for Phase-II? Butner public safety operates on VIPER which is Phase-I. Any Phase-I (FDMA) scanner on this list should do the job. You'd be hard pressed to find one for $125.00 or under but you may get lucky & find one at a reasonable price on the used market if you keep an eye on the RR classifieds

I thought I saw someone say in another post that they (NC, or everyone?) should be moving to Phase II in 2025? I might have a spare NUC lying around I could probably get a dongle for. I hadn’t seen anything around $125 or less, but seeing the question made me question myself, lol.

I missed that originally, but that was noted in this post on the first page of posts in this thread. So, yes, a Phase II scanner will be needed, even if not at this exact minute, but the change is coming.

2 years ago I got a PRO-197 in mint condition for $73. Last year I got a mint condition PSR-500 for $100. Last week I got a 996T for $87. Plenty of phase 1 only scanners can be found fairly cheap if you have patience. An SDR dongle is still the king of cheap but aren't grab-and-go like a handheld scanner is.

Now to go sell off a few of my analog-only models to clear space and recoup some cash..

That was my post and I reiterate once again that if you are buying to monitor VIPER at this point you need to purchase a TDMA Phase II capable receiver. Anything less is wasted money.
