The ones I listen to are still analog but be advised they are licensed for P25. Also, if you are unaware, the county is in the process of erecting a new 180 ft. tower on Mount Pisgah. The Tower itself is already up but no equipment has yet been transferred. This is the second highest tower on Pisgah, the state tower is the highest.

You didn't mention what scanner/antenna you are using. If you want to listen to the state police they are on STARNet and yes, they are encrypted along with the game commission. But PENNDot and Penelec are still clear among others.

The Towanda area also has a lot of DMR/NXDN sites that are not in the DB. I have added a couple but I only get to Towanda a couple times a year.

The only thing I've seen so far appears to be cell phone antennas. Part of the plan was to lease out space. I was up there a couple days ago and saw no signs of activity. They are also supposed to partner with Susquehanna County on a tower. There was an article about this in the Daily Review during the Pandemic and they have made some progress since then.

Bradford or Wyoming? Because in my opinion Wyoming is dragging their feet

Bradford County. The new tower is on Mt. Pisgah behind the state tower which is BRAD31. They did construct a Collinear Dipole in the East Smithfield area. I haven't heard anything lately about Wyoming or Sullivan although I did record Sullivan County REC on my TRX-1 while traveling a couple days ago. That was Conventional DMR from Bear Mountain.

Only Sullivan County Rural Electric Cooperative. It's been active for some time now.
Yeah, I'm good on that. Thanks for letting me know tho. I am just worried about the Counties, If they stay analog or switch to digital and if they do which one. If they go DMR I got radios for that but if they go with Motorola dmr then I'm some what screwed just like if they go P25
