These show an Application was received. Open the ULS and top right says "Pending".
These freq's have not been approved yet. I will guess as soon and if approved the RR database will be made current.

It can take months for the FCC to approve applications. Applicants/licensees can begin operation while the application is pending. Not all of them do that. The frequencies are already "approved" because they had to go through frequency coordination and approval by the 700 MHz regional planning committee or the FCC would have rejected the application.

The database is totally crowdsourced. It is only current when people verify stuff and make submissions of accurate data. It has nothing to do with FCC applications or licenses being issued.

As nd5y said, the database is maintained from user heard data, not just licenses in the FCC database. Those are used as a reference for what you should be on the lookout for. The current three Brown County site frequencies are not licensed individually but rather under a statewide use license to existing towers. One would not know this if they were only going off the FCC data.

Brownwood police and fire are definitely on the LCRA P 25 system does anyone monitor Air Evec out of Brownwood can confirm the frequency

Another case of database mismanagement then. It should be on the state agency Medevac page with the rest of them.

I have submitted this into that page as well and will be working on some of the others that I know I've heard that are listed as unconfirmed, namely Hillsboro, Kerrville, and San Angelo.

I successfully monitored this system on my last trip to Big Spring. I don't know how, but I picked up Brown County coming down highway 6. the talk group was from Brown County. The system is crystal clear and wonderful to monitor. I believe I had the 436HP recorder going as well.

The whole thing went suspiciously quiet and then there was this finding so something is definitely going on, as it seems the other previously used frequencies are dark at the moment.

I have to ask, what is "suspiciously quiet"?

The "known sites" of which there were 3 no longer receive a signal of any sort on any of those frequencies and are essentially dead to traffic as of very early morning 11/17. VHF that exists still up. There would have been mention of a failure that massive as these people scream loudly over even small problems and they would need to use the alternate radio system and other means of communication for backup. It seemed instead something was changed or "moved" since this was not done.

Is it possible that the systems CC was changed and you do not have it or is it possible encryption was turned on and the scanner is skipping it is it possible they changed digital formats?
What type scanner are you trying to use?

When I was monitoring the LCRA P25 system around Lockhart, Texas, I heard Brown County key up. The same thing happened on highway 6 around Hico.

Replacement of Sites 33, 34, and 35 in coordination with data from appropriate locations for the new frequency registrations now yields a signal with traffic along with a new finding that they're now using Phase 2 P25 when this was not so before.
