That really depends on where you live. Some rural towns are still conventional and any scanner will work. If you live in a metropolitan area, then some trunking is probably involved which requires trunk tracking scanners, and if they are P25 digital then you need top of the line digital scanners.

I see lots of conventional stuff in Mecklenburg County (VHF UHF and 800mhz) but couldn't tell if it is all still active. Lost of trunking systems in Charlotte. You will need a Digital Scanner If you want to hear all of the VIPER system TalkGroups.

You should be able to hear lots from surrounding counties though if you have a decent antenna up high enough since each one is not that big. Or if you want to do any travelling around you may want to be sure you are set up with a unit that will catch everything in the area you go to.

Lincoln County is still all conventional VHF/UHF so you can get by with a cheap conventional scanner. You will need an 800 MHz trunking scanner to monitor the State VIPER System. I'm in Cabarrus County. Most of the Viper activity around here is still analog, their is some digital. More digital to come so if you are interested and can afford a Digital Scanner go for it. I'm still using an analog myself. Highway Patrol has 800 MHz Handi Talkies on VIPER. The Troopers around here still have VHF low in the cars so you could get that on an old conventional scanner.
