Hey David-

I'm sure someone who works at BWI can expain in more detail, but when I was in the service, that was when a helo or other aircraft was refueled without cutting its engines--consequently, they always had fire equipment nearby while they were doing it.

I've noticed this ALOT lately... probably either International Flights or military aircraft.

EDI: also noticed today that BWI Fire is dispatching on the MAA TG 13 (Fire Dispatch) and directing units to respond on TG 14 (Fire Ops 1).... similar to the way AA County dispatches on ALPHA and units respond on BRAVO.
