And now looking at the FCC database, both agencies have 151.235 repeaters licensed on Black Mountain, Mid Peninsula on WNVC239, and State of Calif on WPAC797. Go figure.
I've been in the vault where the Open Space repeater is at Black Mtn and the equipment has an old tag with the freq yet shows State of CA. It in fact is used by the Open Space folks though. Real weird. Through me for a loop when I saw it.

123.0 on Sunol Ridge
I've seen the cabinet. I'll have to make note of what's written on it next time I'm there. At least we know it does exist.

No, Kelty, as in Bob.
Dave, Robert Kelty, who is based out of the Bay Area, makes some simple yet very comprehensive guides for Military, Federal, State and Regional areas that cover statewide or their respective areas. They're only sold around here though. I believe they can be ordered online from Ham Radio Outlet.

From what I'm told Kelty's State book has all the tone info but it's many pages long. Knowing him I'll bet it's rather thorough.

I've got the 1999 Kelty State of CA book, and it has 3 pages for mountains and PL's listed. I could, when I have a chance, type it up here, or perhaps scan it and post that, but I don't want to do that if the books are still currently available somewhere, and Mr. Kelty is still earning some income from his work.

Form my search on the net, I can only find used books from Kelty. There are no current "new" books in retail -- at least that I can find.

Kelty is indeed still publishing his terrific GRS books, but unfortunately for us in the Los Angeles area he stopped putting out the Southland Edition just about the same time the Southern California edition of Police Call ended its 40-year run.

Scanners Unlimited still carries his volumes, and on their Books page it looks like Kelty is still cranking out State of California, and the Federal, and Military editions, as well as all the regionals except for the Southland :(

I'll second the kudos for Scanners Unlimited, it's a great place and the owner is wonderfully helpful. I think it's the only specifically "scanner" store left in California. There used to be several of them around the state, but all the others closed up years ago.

I think our posts crossed paths, Dave. Scanners Unlimited in San Carlos (click on the "Books" page and scroll to the Government Radio Systems group) carries all the current editions and he does ship phone orders - quickly! HRO used to carry some too, but IIRC, only for the area in which each store was located.

Ok, it's Saturday and I've dug out my old DFG radio communications map. This isn't something I can scan. It's a poster, probably 2'x4'. It has a map of CA with the counties drawn in, and the sites in each. It lists Base/Control stations, Control stations and Mobile Relay stations separately, with freqs and PLs for each.

To convert this into an Excel spreadsheet or text file would take hours, and it's dated 1991 so it's probably a bit old (although knowing the State, I doubt much has changed). If people have specific questions for specific counties, I'd be happy to answer them here.

If you have a decent digital camera, try taking a picture of the whole thing or just segments of it on a high res setting. It won't necessarily be pretty, but for a quick and dirty way of capturing large items, it can work well.

Ok, thanks for the info, given that Mr. Kelty is still in business, it would not be appropriate for me to post his work here.

Kirk, if you want to digitally photograph it I'll type it up ASAP.

I know a lot's changed with CESRS compared to some old documentation I've seen. Hopefully F&G hasn't gone the same way.

I would also recommend buying the Kelty books also if you want the full information, among other further, thorough, information on other agencies. The Federal guide isn't as accurate anymore but still a decent buy.
