Does this mean if commercial power is lost at the tower sites there would be no communications????

It would cost Carbon County at least $48,900 to install emergency backup generators at three 911 towers designed to improve communications in rural areas, according to bids opened Thursday.

County commissioners opened bids from David Fannick Electrical/Mechanical Sales & Service of Frackville, which submitted the apparent low bid of $48,900, and George Hayden Electric of Hazleton, which bid $69,000.

I believe so. I am exactly sure how these towers work, but I am a pretty sure that they would need power to be operational. Without backup power how could they transmit?
