When you see two different talk groups show up on the display (such as in your picture, talk group 4 and talk group 28), it means the dispatcher is transmitting over both talkgroups at the same time. I think in Motorola terms it's called something like Multi-Select; the dispatcher selects two or more talk groups using the multi-select feature, then uses the multi-select transmit button to send the transmission over all of the selected talk groups.

I picked up a BCD325P2 as well as a BCD996P2 (both with the DMR & NXDN upgrades) a couple of weeks ago, and I've been scoping out the CDTA Bald Mountain site (the only site I can get a good signal on with the standard rubber duck antenna). I don't have a lot of info, but here are some of the Talk Groups I've hit on:
TG 1
TG 2
TG 3
TG 12 Star transportation dispatch
TG 14 (Encrypted)
TG 15 (Encrypted)
TG 16 (Encrypted)
TG 17
TG 18
TG 19
TG 20 - dispatch speaking with a bus assigned to Route 370, issues with it's AVL (wasn't mapping correctly)
TG 21
TG 28
Because of my work shift, I'm usually sleeping during the (what I would assume is) the busy time for the system. But, as I collect more notes, I'll pass them along.
