Chirp - Importing Federal and State Frequencies

Hello, I have successfully connected Radio Reference to Chirp. I am able to import by zip codes. I need to import some state and federal frequencies that do not show up under any of the zip codes. Is there a way to import the state and federal frequencies like the ones you can by zip code? I have also tried exporting a CSV file, but get an error when trying to import that in to Chirp. Any suggestions would be appreciated.
