If most of your interest is CAL FIRE, you might want to look into OmniX Scanner Base Antenna from DPD Productions. It's not rated for Low-Band, but I can hear Several CHP dispatch channels loud and clear. It is one of the best multiband antenna that comes close to Antennacraft ST2. I regard it as one of the greatest wideband antennas, but unfortunately, it was discounted. I still have one up after 20 Years, and I can hear almost all of the CHP Golden Gate Dispatch channels on it and I don't have high. elevation
Thank you but I cannot do an outdoor antenna.

Antenna Specialists antennas ain't made anymore. But then I may be wrong
I'm not sure who you are commenting to, but I've only been mentioning laird. Laird makes a VHF low band mobile antenna as well as a VHF Broadband antenna, and Austin makes a Spectra which covers VHF high band but not as well as a Laird would cover it. If I connect them through a triplexer into a multi-coupler I can send the best antenna for the received frequency at any given time. That's getting expensive for just listening indoors. But the plan is to stream them so the efforts benefit this group. If memory serves me correctly, wasn't antenna specialist bought out by RFS? I've done an awful lot of reading and I may have that wrong.

To confirm, Are you Looking for a Mobile Antenna, not a Base Antenna? You said ground plane kit to use a mobile antenna at home if you can't mount it outside, you can use the attic for OmniX Scanner Base Antenna or any antenna but this can be compromised as it's ideal to have the antenna outside
