i cant seem to find troy or clawson police.

i am seeing that
CLEMIS (OakWIN) Public Safety Communications

is where these cities are under. but also says

The Opensky proprietary radio system is not montirable, nor ever will be on any radio scanners.

so, im assuming i cant get those cities?

any help would be appreciated.

Troy Fire dispatch is monitorable on 154.235, This is because they are a volunteer fire dept., and the 154.235 is the pager frequency. When they arrive on the scene, they switch over to Open Sky. Correct, you cannot monitor any of the Open Sky channels.

Might be able to pick up the tower from that distance with a discone [at least] mounted up as high as possible. I can hear Selfridge and its further away than that, but of course there are alot of variables.

For Selfridge, or almost any military airfield, you need to listen to the UHF freqs, as VHF is rarely used.
