Well, considering all I had asked - has anyone has heard about Cobourg system changing the operating mode ?

I found a pdf that may have your answer. You'll have to go to page 18 at least to read about the radio system. It seems as thought Motorola will no longer guarantee supply and delivery of replacement parts (for the current 30 + year old system ) after December 2008.

You can bet your boots that they are looking at an upgrade to be in place before that time.

Pg. 24 Paragraph 2. OPP Communications are Encrypted for privacy........

Where'd they get that from?

Well , Investigative and Joint Forces are encrypted , so it is somewhat true .

Ok, well that I figured, I guess I just read it wrong, but I understand what you're saying.

Seems like the OPP like to eat up all the small town forces, if not them well the gov't then.

Either which way, my town went the way of OPP a few years ago, and since Fleetnet I've enjoyed better communications than NOR.

Communications wise, it's a hit n' miss, either you'll get more stuff listening on an analog scanner with a Beat or VR's in the area, or you'll simply get nothing and have no choice but to get a digital scanner.

I thought I'd read somewhere last year too that Hastings County I think it was, was also in the process of deciding on it's policing as well and perhaps going the opposite way and having a County Police dept. It was in one of the online newspapers for that area that I had seen a story on it, never did hear anything else though.

You may be referring to Quinte West PS and Belleville PS amalgamating , but I think OPP is handling the Quinte area.
Is that it ?

Unless I read the newspaper wrong, but I was sure there was talk of a county police dept. but yeah I know they're run by Quinte West PS and OPP in the region, so maybe that was it and it's been resolved.

I wish I could find that article. It was in one of the Osprey newspapers just not sure which one.

Quintie West and Bellville had talks about amalgimating their forces and out of the blue with out any warning Q.W. announced they would now be Policed by OPP. There was a lot of public outrage the decision considering it was never talked about in council meetings or the public was never asked for their input.

Well if Police Depts are going to use Voice Inversion as encryption. Its such old way of doing it, that its very easy to decode. Even though its a cheap way. So with Some depts in Ontario using VI to encrypt it still has the potential of being listen to very easily with software defeating the purpose of encryption all together. Affordable cost = type of encryption. I am sure the Radio Service Provider would advise the department of what they can offer for the cheapest dollar, or what upgrading could be done in the future with regards to costs.
