Hi @Mtx9250, I don’t think you really want CAD software in the strictest sense. What I would suggest is try the 30-day free trial of ProScan and see if it will do what you want. See:

Dave's right. CAD software is for dispatcher use and records names, addresses, phone numbers and maybe suspect information and information that will help responding units. It's also usually kinda pricey. Like he said, check ProScan.
@Mtx9250, I might add that Bob, the owner of @ProScan, is a member here at Radio Reference and frequently replies to questions about his software. He is a great guy and very helpful in both pre-sale and post-sale threads. So when you do the 30-day trial of the fully functional product, don’t hesitate to ask questions. I managed very expensive CAD software and while it works very well and tracked a gazillion things, it is designed for an agency that dispatches Public Safety units. You might contact your local Public Safety agency that does the dispatching and ask if they could give you a tour of their facility sometime. Due to COVID-19 restrictions, tours may be on hold though. If that is the case, turn to YouTube for a demo or walkthrough.

The same as what? ProScan is not CAD software if that is what you are asking. One cannot use ProScan for dispatching. ProScan is a very well written, top of the line, software package for scanners that enables tracking of the many activities and attributes available on modern-day scanners. What scanner or scanners do you currently have or plan to acquire?
I think he's looking more for a way of tracking active incidents with location/notes. I haven't played around with any lately, but this might be a possibility. They have a free option. Open Source Computer Aided Dispatch Solutions | Resgrid
