Confused about channel programming

Whenever the action gets hot with the police, they always switch to another channel. They may say something like, "all units involved with blah blah switch to tac 2". Or, "unit 295 switch to tac 1 for further information".

And then of course you hear nothing else.

So, I did some looking and came up with this listing for those channels;

1809 14-021 District 1 Dispatch
1810 14-022 Services 1
1812 14-024 TAC 1-1
1813 14-025 TAC 1-2
1814 14-026 TAC 1-3
1825 14-041 District 2 Dispatch

For other channels, the frequency in mhz is given. But not for these. I'm new and dont' understand the numbers nor is there a key for them on the site. Any insight greatly appreciated, thanks.

Those are talk groups for Aurora City. They are using a trunking system. You need to program the talk groups in the Aurora city system.
