I received my Amateur Ham license in 1991 in Lawton Oklahoma while I was stationed at Ft Sill. They gave me a certificate with KB5IYC but I can not get this confirmed.
You probably have this information, but here is the license information on the FCC ULS database

Since it expired in 1999, and was cancelled by the FCC in 2001 (because you didn't renew in time), it's no longer valid.

You'd need to retest, since it's been 25 years. But you could apply for a vanity call sign and request your old call.

Gotta tell this story.

We had an older gentleman in our club that never renewed his license. He would get on the local repeater, check into the weekly net, ragchew from home during drive time, etc. On about every day.

He started having signal problems so one of our club members said he'd come by and take a look. When the club member used the FCC ULS to find out where he lived ... Surprise!.

His ticket had been expired for about 10 years. From what I overheard, he had it in his head that when he renewed his club membership every year he was renewing his FCC license. He said (and I had to agree) that at his age, he could never pass an exam.

Someone got hold of his son who was a Junior. He got on a exam practice website and memorized the tech, passed it. When that 2x3 come in, filed for his dad's old 1x3 as a vanity. And the father used it until he passed. The son never got on the air, and as far as I know never has.
