Control channel on 168.2625

Hello all, I know the following freq. Is a control channel but I don't know what agency or what system I should put in. P25 ect. .168.2625

Please clarify. How do you "know" the frequency is a "control channel" if you know nothing else about the user or system?

Make/Model of your radio ?
If it handles P25, have you set it for P25 to just listen ?
