From their minutes

Radio Update: Will be running a trial period on LTAC and once it is determined it’s what we
want, we will move to the primary frequencies, starting with Longview. Fire will be done last
due to working with the tone only frequency. Working towards being done with the grant in
December and the goal is to move forward with another grant for 2026/2027.

Haven’t heard anything about the new p25
They've been testing p25 talkgroup for LTAC, once they get the results their looking for, they will be doing live testing for kinks and working things out of the system. theyre aiming for 2026 is what im told. Also, AMR is no longer contracted with Cowlitz, Medix took their spot.

Assuming testing went well, analog vhf has been about nil out of longview/kelso/castle rock 98% off traffic Received on my end is Cowlitz county Sheriff & Cowlitz county fire, 2% longview/kelso ems...

And from the minutes, encryption could be likely do too crime Rader and others like it

encryption not likely as it is absolutely not in countys budget, County had particular protocol with certain stuff being kept off air. Hell, County wide was supposed to be fully digital by 2020, it was suppose to also implement digital whe they moved into the new comm center, But that was all out of budget, Really all they could do was have the equipment needed installed in the new comm center that would give them digital capabilities, which they just now getting to. cowlitz already has a few digital channels implemented, and ive been tracking the testing especially on LTAC. If i could put a video up i would, but for some reason i cant, or possibly not that i cant, it doesnt apear that this site will allow it.

anyway, yeah, encryption is not in the budget for cowlitz as it would cost them far more than they even have. Not only that ha, but i also happen to know a few people who would go directly to county and massively criticize transparency and continue to recommend countywide certain radio protocols.
