You're probably correct, as the frequencies (the same on each of the licenses) are currently in use by the existing Local Government system.

License WRKY607 shows a location on Oak Street, a few blocks west of Fair Park, and south of I-30, a short distance from an existing site on Dawson, used by both the Dallas P25 Simulcast as well as the Local Gov't, systems. That Oak St location appears to be a vacant lot at the moment.

License WRKY608 has three locations, that are not currently used by either the P25 Simulcast nor the existing Local Gov't. system. Other locations are for existing sites.

2300 Crown Road is in northwest Dallas, near the IH-35E/IH-635 interchange.
2900 Municipal is at the Southeast Dallas Service center, south of Fair Park, and southeast from the Hawn Fry/S. Central Expy. junction.

1.33 NM NW of the intersection of Pink Oak St and S Belt Line Rd.
This is likely typo'd, and should be Pin Oak St, not Pink Oak. That's near the Dallas/Seagoville border, and at the Dallas South Wastewater Treatment Plant.

So, I would presume that these sites are for the expanded Dallas P25 Simulcast site, which will eventually replace the old Moto Type II system.

The buildout for Dallas is supposed to be 43 to 48 towers. (Primaries, gap fillers and tunnels) We'll probably see more frequencies to come, 6 just ain't gunna do it ....

Well considering FTW split theirs into 2 layers (police on one and fire on another) and Dallas is larger than FTW I wonder if Dallas will do something similar.

I sure hope not for a monitoring standpoint, makes it hard to listen on 1 Unication. Not sure why Fort Worth didn't use the model from the GATRRS system in Austin for at least Fort Worth Police and Fire, and some of the fire channels now on Layer 1. Austin Police, Fire, ATCEMS, Travis County law enforcement and fire and many other users are on Simulcast 1 layer of the system. They don't seem to have any issues with that.

It's going to be a really big system so I wouldn't rule out Layering, I'll try to get some updates on that this weekend.

There's not many "free agents" left to join on the Dallas/Dallas County P25 system.

As noted, the Park Cities went with GMRS, as did Seagoville & Sunnyvale.

From what I've seen posted in other threads, it sounds like Balch Springs is not interested in moving to a system, though I think they should consider setting up some sort of patch into GMRS, to be able to interact with their neighboring cities, Mesquite & Seagoville.

Wilmer & Hutchins, for now, are conventional. Depending on the costs to them, they might consider an affiliation. The "Best Southwest" cities, as they promote themselves, use two separate NXDN systems. Lancaster is on their own system, with Cedar Hill, Desoto, and Duncanville on SWRCC. I'm not sure that these four cities would want to invest in a different system.

Also heard over the air that Richardson has a GMRS portable in their dispatch facility with GMRS Law Call being monitored. That same conversation i think Plano was mentioned as having a similar set up.
I also want to say i have heard Plano and/or Richardson PD units using it to follow some suspects when they left their respective cities.
There have also been a few Rail Road police use GMRS Law IO channels a time or two but again not sure which agencies they were.

Thanks. I had not heard anything that sounded like Balch Springs on GMRS, but having some way to contact Mesquite or Seagoville would be useful to them. Due to distance, GMRS is marginal for me to hear, though I generally get PAWM without any problems.

In regards to Balch Springs and GMRS, the dispatchers have portables sitting on the calling talkgroup and the officers handhelds and mobile units have all of the Law IO talkgroups. I'm unsure about them setting up a patch, last time I was there didn't seem to be much interest in doing so. They also talked about joining GMRS (year ago) but wanted to have control of their own system. It seems thats still the case.

Dallas PD & DFR will both be on the new system, as will Dallas County. There are a handful of encrypted channels now, but I don’t know whether they intend to go fully dark as some of the other cities have. I suspect Dallas County SO might. In the minutes of one of the Commissioners Court meetings when the proposed new system was being discussed, the “option to use encryption” was one of the ‘selling points’ that the staff was using as a reason to go to a new system.

Dallas isn't supposed to be fully encrypted. The primary option Dallas Radio wants is for Dispatch (Patrol) to be in the clear but have optional groups encrypted for sensitive traffic. Narcotics, CID and Tactical will be encrypted (no brainer there) says the Dallas Radio Manager. Ultimately though DPD encryption will fall on the Chief and City Council. I suspect with this community oversight program and political views of Dallas, there will be a lot of in the clear traffic. There was also discussion that even if Patrol dispatch were encrypted they 'might' still maintain a scanner feed with a 3 to 10 minute delay over real time. One thing to keep in mind is that Dallas area Federal Agencies WILL be on the system and some of them use shared channels but don't always have the correct encryption keys in their radios so some stuff you and I would consider sensitive may still be in the clear.

DPD Deployment are on the 21 channel but have groups on the 6 channel and also have access to Motorola WAVE radios. They also use 700 Itinerant or mutual aid channels. The DRM did confirm Deployment will run encryption on the new system.
