Data burst on MEPSS?

I've recently been hearing a lot of data burst at random times on the MEPS channel in Antrim County, unsure of it's exact origins...I'm listening with a pretty large tower, but can't pick it up with a portable. Any thoughts? It doesn't seem to have a set time pattern, but when it goes off, it usually drops a series of bursts lasting about 5-10 mins. The bursts are about 1 second long, unknown type of data format. It doesn't sound like skip, the signal is consistant in strength.
(MEPSS is on 155.86500, CSQ)

I have heard these data bursts before on 155.865 MHz., and I have to believe that the source is either originating in Wisconsin or Ontario. I only hear them when the band is really open. However, when conditions are just right, they are enough to drive you crazy.

Wisconsin has a VHF Trunked system ... could it be bits of the control channel data?
