It seems that DEEP badge numbers follow the 66xx-69xx 4-digit format. I am noticing that there are some officers who give a 3-digit badge number wihout the leading 6. Is the 6 implied in these cases?

No problem

Some of the 3 digit designator also start with 7 or 9.

Not sure if this means anything or not.

They only use the extra 6 when they’re talking on non-deep talkgroups, like troop L for example.
600 numbers are Encon, 900 is hazmat, I believe 700 is park rangers

and there are still a couple of the old timers who use 2 digit on the DEEP radios.
This is what I have gathered over the years. Some guesses, most confirmed:
1xx - Park maintainer staff/supervisors
3xx - Lifeguard staff/supervisors
4xx - Forestry (not very many)
5xx - Park Rangers (new early 2021)
6xx - EnCon officers (as mentioned, 66xx on non DEEP TGs)
7xx - Seasonal Patrol Officer
8xx - RadCon
9xx - Hazmat
