Either your source is misinformed, or you're misinterpreting the info you're being given, or you're not being given entirely accurate info.

There are no 700 MHz general pool frequencies (SY) licensed to anyone in DeKalb County, much less a manufacturer like EFJ/Kenwood. That's not how the 700 MHz SY licensing works. Region 54 has allocated six frequencies to the county (as @nd5y previously listed), not twelve (you're counting the mobiles/inputs). There are two CAPRAD applications in the system for those frequencies, one regular license application and one STA. Neither have yet made it far enough through Region 54 to get to the FCC.

If this system is indeed on the air, then there should be no mystery to it at all. A simple search of the six allocated frequencies would reveal a control channel, regardless of how often it rolls between those frequencies. If they happen to be operating on frequencies other than those which are allocated, then a simple search of 769-775 will also reveal a control channel.

The only other possibility is that the state of Illinois is allowing them to operate under the 700 MHz State License WPTZ798. I don't know how likely that would be or if it has happend in other areas.

no, if that was the case, if would be apart of STARCOM...IL just isn't going to give those away if they already have a current lic for them

At Sandwich Fair yesterday and interesting to see DeKalb Deputies with Kenwood portables and NON PS mikes . Looked like half wave whips on the portables but no antennas on their mikes. Didn't want to bother any of them working to ask about coverage etc.

I am using the frequencies marked "Requested" below and am hearing regular activity (as described previously). 769.83125 is the CC.

This evening, I have heard various paging tones on TG 148.

I was out there on Thursday of Fair Week assisting with the traffic detail. Spoke at length with one of the deputies' supervisors, and he seemed pleased with the performance on the fairgrounds. Had a long discussion about what might happen if one of the sites failed, especially the Sandwich site. The radios which we were to use for the evening on the new system had no SD cards/programming in them, so I was unable to have any firsthand experience. Oops.

System is live this morning. Deputies on TG 148 in the clear. Sandwich PD might be on TG 86 in the clear (I was driving and didn’t get a good look at the display).

Thanks for the info, it must not be putting out enough power for the CC to reach here in Joliet even with outside help....I think "Kevin" or someone should install the new info on the "Dekalb" database, there is enough available now....

I added this system to the database. Please submit if you have additional info such as alternate control channels, FCC license, system ID and additional talkgroups as they become active.

Is there any activity left on 154.860 as of now? Been listening for a while this afternoon and haven't heard anything but it could be conditions, it's usually 50/50 whether I can get them on any given day. Will try to get out that way sometime next week and run Unitrunker and see what I can find out.

I thought it was reported as "going live"? Would that mean everything is switched over, Radio ID's are present, talk groups are not being patched? That's the good news. It's possible they confused "digital" with "encryption, or secure"? Celebrate a good thing and police yourselves and don't give them a reason.

Digital was not confused with Encryption as my source knows plenty well what the difference is.. Let's put it this way.. the sheriff know all it takes is a matter of seconds to change it..

No problem...just be happy that what you were told didn't happen and unlike Cook County, at least they have faith people will listen lawfully. I don't always listen until I'm out that way. Very valuable updates...thanks.

You may see it happen once more users join in on the system one being the largest city in the county..
