As noted by others, Delaware County Public Service folks have transitioned from OKWIN to a monster six-site DMR Tier 3 system.
A quick trip to Grove from Joplin with my trusty Uniden '536 found several frequencies on the two licenses active.
Thankfully, the installers used the site numbers in the FCC licenses, when programming the actual sites, which helps.
I would like to flesh it out a bit more with the southern county sites being confirmed before we add to the database.
Here's what we have so far:

Codes - cc: Control channel verified, vc: Voice channel verified. lic nh: Licensed not heard yet, but very likely will be used based on what has been verified so far.
Talkgroups heard so far: 2101, 2102, 2121, 2127, 2324, sure to be many more, and all need verified usage.
RIDs/UIDs seem to be in the 4#### series with a few exceptions.
I have actually heard some of the Grove and Kansas frequencies in Joplin with some morning propagation enhancement.
Any help from locals will be appreciated - either in this thread or in a submission

The two licenses are interesting - WRZL255 was granted in 2023 to Delaware County but not effective till 9/9/24 with a tech contact of Stolz Telecom in OKC. The more recent WSEU481 was granted AND effective on 9/25/24...interestingly licensed to the Delaware County E-911 Authority in "Yay" OK, (oops) . There are a few small different freqs noted above.
And so

I guess I missed this license when it was granted. I just stuck it all in my scanner. I'll try to work on it!

Why would a county sheriff dept switch to DMR and be on uhf when the whole county is so thick with trees ? I lived in that county for 5 years and they had better signal on vhf but they never used the OKWIN system?

ANd a Tier 3 system ain't cheap!
But Ottawa County went to a NXDN 800 MHz system just ~2 years ago instead of OKWIN. Politics and money I guess.

Ok well I happen to be sitting near my bcd536hp this morning and I heard and noticed Ottawa Co 911 dispatch a deputy . My scanner doesn’t have the NXDN firmware installed.

My guess is that the Tier 3 functionality is supposed to overcome the physical propagation issues you cited. Monitoring the system to note localized problem areas plus some discreet inquiries with actual users may yield interesting results.

They have a patch from the new NXDN system to their old OKWIN dispatch talk group1761.
