Even when I was in High School, Puerto Rico was still part of the United States of America

The FCC handles, US, US Teritories and Possessions.

Try an FCC Search on VI, AS, GU and MP

And until the OP returns (Not logged in since the OP) we won't know where/what he/she is referencing.

IT has NOTHING to do with being near/adjacent to the US&T
If it did then the FCC would have Canadian information in the DB to handle Skip, Band Openings or even stray radio waves crossing the border :roll:

IT is 100% that the FCC is a Government Agency Responsible for Communications and that that PR is part of the United States.
