I'm wanting to slap a D130 discone antenna on a 25ft pole, but I don't know if I need a permit or not to erect the pole and antenna. The antenna will just be used for radio scanning, no HAM. I'm in The Antelope Valley, CA. (Aka Palmdale/Lancaster)

No permit is necessary for 25 feet. If you live in an HOA controlled area, or have CC&R's that won't allow it, that's another thing.

Localities may also require it. You'll need to check local resources for an accurate answer.

This reminds me of when I put up my 40 ft tower in 1989(?). I was not sure I needed a permit. (Some neiby areas do and I could find just about everything else in the never enforced covenents by nothing about towers). The actual count building inspector came came out and said no. But he told me I would need a permit if it was a satellite dish (this was the time of only big dishes and well before DIRECTV and Primestar). I ask him why and he said because lightning might hit a satellite dish. I guess he thought towers were immune (actually I had trouble keeping from laughing out loud at the time). I later found out the county back then had the local cable TV guy inspect satellite dishes for satellite dish permits (so one now knows what actually was going on).

Mine scanner antenna is up 20', and no one questions it. I told my one neighbor it's for TV's. I live in a HOA, but those dolts are more worried about weeds in your flower beds and driveway cracks.
