Are the sites in the DoD TRS independant of eachother or (for example) could someone in the Philadelphia shipyard talk to a naval base in California if they are both on the same TG?

If so, is this system interoperable with other systems with the WACN BEE00?

The TGIDs are not duplicated across the system. If someone had a radio with everything in it and they were allowed to access the TGID then yes, they could (and have).
Users in Spain, California, Florida, and more have been logged on the New London Sub Base Site using the local TGIDs.
There are some TGIDs that have been seen on multiple sites, I suspect the 3 digit TGIDs are an interoperability portion of the system (211 for example).
