Because it's pretty much a given in Part 22 these days. Didn't know I needed to say it, since LMR two-way conventional and trunked systems are all over the old part 22 frequencies, all over the country, these days. Just saying - nothing special about Douglas County here.

Well please have patience with me. I'm just a dumdum like I said before.
And as a dumdum, I would expect that at there very least, the license would either be converted from part 22 to part 90 or have additional details in the license/ULS about the waiver and what it entails so that others can figure out what it is they're hearing that may or may not be causing interference to something else.
