Don't get me wrong but you know that not everyone lives in America, right? Different countries, different laws. If you are so concerned about people not doing illegal stuff, why such software ever exists as there are for sure laws that prohibit listening even on celar transmissions.
And if we have to go deeper and moretechnical, not every "locked" system uses encryption, so "I want to decrypt" is certainly not the right thing to say. But I guess you are knowledgeable enough and you know that. Other than that, keys are not somethig you can obtain by just searching in google or asking ChatGPT. If one knows the key, maybe there is a reason for that
