In response to that, I clearly was speculating. And apparently I speculate more than I should.
In reality, base files checks are done by DSD+ by reading and checksumming those
files already in the DSDPlus folder. No Internet access required or used.
Example (seen on startup of DSDPlus if you look in the command prompt window):

In addition, for anyone who doesn't want DSDPlus to reach out for version update checks or new versions of base files, use the menu system.
MISC --> disable Automatically Check for Updates
MISC --> disable Automatically Test Base Files at Startup
If the first is checkmarked, DSDplus will check (at least on the first start of DSDPlus on a given day) for a new version of itself
If the second is checkmarked, then each time you fire up DSDPlus it will perform the checksum test on base files in the DSDPlus folder and will delay in starting up until that is complete.
Just disable either/both if you have concerns about DSDPlus (not FMP24) delaying in startup or just don't want DSDPlus to try and phone the internet to check for a new version.
