They should yes because they have the chips in them. I believe the state installs them in all the radios they program at the radio shop.

Each agency can choose what channels to put in them but i'm fairly certain that the chips and codes are in all of them. Especially the new Motorola APX 6000s that the state uses.

There are multi vendors across the state that supply radios to differn't state, county, city, municipalities, and private organizations with radios on the state system. Generally the state radio shop only supplies radios to the state organizations to my knowledge. Anyone who doesnt need or use encryption doesnt have it in their radio. In the case of AES encrytion a special key loader is required only a select few would have access to. I think Delaware uses DES as mentioned above which can be typed in the cps but its not going to be in a radio unless that agency uses or has a "need" for it.

The more radios keys end up in, the more it will be used I fear.

Here I thought they were going to wait until the upgrade to P25 to do this. It's been in the rumour mill for a while now. I have a feeling as mentioned this is going to be a bit of a mess at least at first as you'll have some units in the clear cause it sounds like they aren't reprogramming the radios to strapped at least right away.

My guess is it has to do with the current federal condition and VIP escorts...

We will know by Monday if it actually happens. It would require a massive logistical effort as every radio would have to be touched to load the new programming, and every site configured. Certainly needed to have been planned way before November of last year.

True but experience I've had and people I talk to say that all police radios, regardless of agency, have encryption already loaded when they are programmed. They can just choose to not use it as it is a matter of flipping the switch.

There is 1 Town in Sussex (Georgetown) and 1 Fire Department (not sure the name at this time) that have full time encrypted talk channels.

Rehoboth has a clear Dispatch Channel but 2 full time encrypted talk channels. In my experience having worked for police agencies they have it programmed in, just can choose to not use it.

Even the Courts have Encryption, but again don't use it. The radios are programmed with it so if a radio with encryption on is talking to one with it off it can still send/receive to that radio. It's just designed that way.

There are many ways to implement encryption. APX radios are pretty easy to deploy encryption; older XTS/XTL is a bit more complicated. ADP is essentially free; DES/AES will cost extra - software with APX, hardware and software with older models. Channels can be strapped for encryption, other can be selectable. There is a concentric switch on portable subscribers that users set to select encryption on channels that are not strapped. I hope this helps.

And Delaware now currently uses APX as I remember a few years ago ALL agencies, state and municipal, etc, had to go to the APX radios which as was stated have encryption capability built in.

Certainly DSP and fire companies that border Maryland were slated to get APXs and optioned for TDMA, and I would guess AES for the police users. Sussex got a deal through Motorola the add TDMA software to support mutual aid with Worcester and Wicomico counties.

I know a lot of the agencies I see everywhere around here all have the APX.

I believe it was mandated that they all had to go to it when they did the upgrade a few years ago.

There are still a lot of xts radios out there. Fire companies have not yet gotten new radios from the state, some have replaced the ones they purchased on their own accord. I’ve also seen del dot personel recently with xts’s still. Not sure about Denrec but I have noticed the enforcement officers with the Apx. I doubt we will see any aes being used until the p25 switchover so they are stuck with des for now which = programming hell for them.

Just heard the announcement on S-COM "All radios at this time turn on encryption for SusCOMM communications" Hopefully the PMA channels will still be open.

It’s been 7 1/2 years since NCCPD switched to full time encryption, so I’m just glad we had the time to monitor DSP up until now. If Capitol Police is switching to full time encryption, I do wonder if other state law enforcement agencies will just make the switch now. On a side note, will someone be making a submission to the DB to note the recent encryption changes?
