So in theory with the right set of radios, one could use FRS frequencies at a theme park and by using ANI would eliminate all possibility of bubble pack interference 100%?

Not 100%, but close. If somebody else had the same idea, was on the same frequency, tone setting, and ANI code (most families in the park probably have their mom, dad, or both there so codes like 'A13E' would be a less likely match that 'Mom' would) you may get some 'interference' that would open up your audio.

You'd still be open to your transmissions being blocked by folks that are close to you on the same channel (regardless of the tone or ANI setting) since their use of the frequency may capture your receiver and prevent it from hearing one of your family's transmissions. Worse yet, with you only hearing transmissions where the ANI code is properly received and matches, you'd never even know that they tried to call (well, until they try again or tell you later anyway).

very good question Watts my radio has DTMF but dont know where to use it lol

Fact is, they typical two meter repeater user has no use for a DTMF pad on their radio, unless the local repeater still has an autopatch. But that's what manufacturers typically have in mind.

On the other hand, there are a lot of repeater systems that are linked, and/or have remote bases attached. DTMF is used to turn links on and off, switch frequencies and modes on remote base radios, and all sorts of remote control functions. That sort of activity generally happens on 220 and 440 and up.

good thing i got a dual band then lol

Maybe so. BTW, most of the repeater systems with user controllable links and remote bases and other such toys are closed or private. That just means you have to join the club, and probably pay dues. Listen around and find something that sounds interesting, and then figure out how they handle new membership.

DTMF use on amateur radios are not all that common. Unless you have access codes for autopatch or repeater control you probably won't use it much. You can also control IRLP/Echolink nodes using DTMF. Kenwood also uses Sky Command that has some DTMF control. The use of autopatch is really not that common in this day either. In fact I don't know of a repater in my area that has a autopatch anymore.
