Hi all my name is Noah. I will be visiting the Richard B. Russell State Park in a week and was wondering if their was any development of public safety communications in the county. All i see listed is analogue fm for all agencies. When i visited last year i heard nothing on these frequencies over the 4 days i stayed at the park. It was brought up they may be nxdn then it was dmr. Does anybody have any info.

Elberton and several other NE Georgia counties appear to be using repurposed Part 22 paging frequencies in the 152 range. See the this linked thread for more details:

I drive through NE Georgia several times a year and have searched the 152-153 range. After locking out actual paging transmitters, I have picked up several DMR transmissions. Some are in the clear, but most are encrypted. Unfortunately, I have never heard any unencrypted ones in or near Elberton.

You should easily be able to pick up the Palmetto-800 system at the Russell State Park. The Starr tower for the Anderson site reaches well into that area.

After looking at the licenses i have possibly narrowed it down to 20 of the part 22 frequencies that were pulled from all their licenses. They could be using any of the other part 22 152 frequencies. It is a IP Site Connect, Capacity Plus trunked system with enhanced privacy. As the old thread indicated they are using XPR 7550E and XPR 5550E. When i go on my trip to the park i will monitor these and see if i get anything.

Hart County which borders Elbert uses a single site Capacity Plus system so it may be possible you could pick up some of their system as well. I found 3 of their frequencies using an SDR and DSD+. I'm too far from Elbert to pick them up but the VHF Part 22 spectrum is extremely crowded in this area from my experience. Hart County uses color code 9 and the frequencies I have found for them are 152.125, 152.625, and 152.795 but there is one more that I am missing. Good luck!

SO channel 1 and 2 as well as EMS are encrypted. Fire should be in the clear. Fire and SO are rebroadcasted onto the old analog system.

How come they are simulcasting onto the old analog system. I'm in elberton and the analog fire frequency comes in loud and clear but the so 1 frequency is really weak and barely readable. I also wonder why the Hart dmr system has so much coverage outside the county.

If I remember correctly when it first went on air and scanners went silent, a group of angry citizens went to the 911 director and county BOC to complain so they decided to patch the analog system back in to keep that group happy. Doing this restored interoperability with other agencies since they are now able to directly talk to them through the old channels. Outside coverage was probably part of the system design since fire has mutual aid agreements with all surrounding counties and Hart County doesn't have a hospital so all EMS transports either go to Lavonia, Anderson, or Athens. The analog system before was probably the most poorly designed system I have ever seen. EMS used to be dispatched on the state HEARS network frequency which wasn't even supposed to be used for that purpose, fire used simplex analog with only one tower site for the whole entire county, and SO used a repeater with only one tower site. The new system isn't much better being single site and most of the county has no portable coverage and mobile coverage is spotty. Usually public safety is the first thing that is neglected in counties that have a small budget.

When I saw some documentation for the system in the old three I thought it said that had 3 or 5 sites like elbert county. I still haven't been able to find any system/info on the elbert system.

I've been told just one site. It's hard to know for sure due to the way that they've licensed. The normal part 90 license lists every single site and what frequencies are used at those sites.

After more scanning i have found more talkgroups for the hart system. I believe the 170's are ems.

155 - T - County Fire Dispatch

158 - TE - Sheriff's Office Dispatch [SO 1]
159 - TE - Sheriff's Office Tactical [SO 2]

161 - T - Unknown (Has very muffled/Distorted audio)

170 - Te - Unknown Dispatch = Heard "Go ahead 2"
173 - TE - Encrypted

I have identified 170 and 173 as EMS. I heard a ambulance say "patient stable for transport" and all radio ID's on 173 are the same as 170.

170 - Te - EMS Dispatch
173 - TE - EMS

I can tell 161 is a dispatch TG by the traffic. This morning the audio on TG 161 is readable. Units calling dispatch are in the 60's. I heard go ahead 62,63. Could this be Hartwell or Royston Fire dispatch.
