Elgin, IL Scanner?

Can anyone tell me what scanner to get to listen to Elgin Police / Fire dept and Kane County Sheriff?
I would prefer not to use Radio-shack. (i just had bad experience in the past)

Hand held would be my first choice.

If you want to hear more than Elgin=Starcom-NWCD you would need a digital scanner like the Uniden 396XT, 996XT or RShack106-197 or GRE PSR500-600...You could purchase the Uniden 346XT which is a analog trunking scanner and about $219, the RS is $399 and GRE $499...There is a chance Elgin could join Starcom as some city's are doing so BEWARE....There is rumor!!

So would the Uniden 396XT, 996XT or RShack106-197 or GRE PSR500-600 would allow me to get Elgin now and If they join Starcom, I would be able to get both?
