• To anyone looking to acquire commercial radio programming software:

    Please do not make requests for copies of radio programming software which is sold (or was sold) by the manufacturer for any monetary value. All requests will be deleted and a forum infraction issued. Making a request such as this is attempting to engage in software piracy and this forum cannot be involved or associated with this activity. The same goes for any private transaction via Private Message. Even if you attempt to engage in this activity in PM's we will still enforce the forum rules.     The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.

    For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

Why do they need to advertise to a neighboring Dept ?
If they need/want to share information that is what a mutual aid network is for.

Yep - PS system operators implement encryption without telling neighbouring agencies or the media all the time. Maybe in your world...

Most of the time agencies will tell another or supply the dispatch with a mobile to interop with another through dispatch. That is more common. However they are not obligated to tell the media or public. Seen a few already that have done the above without notifying anyone other then agencies around it and oems and did not give media any radio however have a dedicated PIO to fax or give detailed call reports or report to media to for press release then the media will decide what to air or report. As for how it is setup it varies on the agency and the communications facility and admin how each is setup. Some follow another's path some have a different setup of going about it. Most will program a radio to generate a key loss key which notifies the console the radio lost its key and either can be OTAR or the dispatch will notify at this event the unit or user to report to its reprogramming department or communications division to rekey it. Most if programmed right won't loose the keys. It may happen but many have a person who monitors time to time the system from a raw perspective looking for any clear transmissions. Depends where you are and how dedicated the agency is that maintaina the equipment. I'm not saying it can't happen or doesn't some places are lack thereof with it all.

The encryption sends out a carrier with no modulation on your scanner...you will see the channel come up but thats it! You can buy a motorola that will hear the encryption but all kind of letters must be given to the radio programer even though its on receive only! A person can buy one at one shop with receive only and go to another shop and have it changed!

Not sure what outfit does that but a sheriffs agency will not have say a towns keys. Shop A won't have the sheriffs keys either if sheriff has its in house loader and comm guy. These type of things are pretty protected and you won't find a legit shop handing keys out to anybody and without proper approval which most will tell them to go fly a kite if they want it.

Because it is not uncommon for agencies to monitor their neighbours. A head's up is just common courtesy.

Not doubting your experience, but it does occur and they DON'T have to tell the neighbors.
They can share the keys, or use a Common key and the use of Mutual Aid occurs more and more, as it should. Never said it occurs in Secret. Much of it is funded by Grants
