Just curious, what is the point of posting Encrypted talkgroups on the database, since they are unmonitorable?

So that when people see the talkgroup ID pop up on their scanner, they know who it is, even though they can't monitor it.
It also helps somebody when looking for a certain agency. Say you have a state wide trunking system, and the local police are on it but they're encrypted. You go looking for them in the database, find them, see that they're encrypted and that's that. If they weren't listed, you would look for them in the database and not know where they are.

Build the Database now, prevents issues later

Bill is exactly right. One of the local agencies has several TGs setup for encryption capability but they hardly ever use it. They use the channels for surveillance but are almost always in the clear.

One use for doing this is on models from GRE and R/S by prog the encrypted tg's then turning off the wildcard, you will not have to listen to the encrypted audio. Also the radio I.D. feature will give you a clue as to what agency is using encryption at the moment. ;)
