Have you checked the frequencies for the Toronto system?
That sort of NAC could belong to a trunking system with 08 as the last two digits of the system id.

well. as far as i know Toronto is not P25 yet, and the signal is too strong - I am getting it without an antenna in East Oakville.

Toronto has been running p25 on their system for years.
The second frequency you posted is part of their system.

Toronto police ,fire or EMS do not seem to be digital from what I can tell . Same thing with Peel or York.
Both Peel and Toronto have p25 talkgroups on their systems.
You mean some talkgroups are digital ?
Mike is right the 2nd frequency is from the Toronto South Tower trunking system (you could be getting it off 1st Canadian Place).
Just because the police fire are analog, doesnt mean there cant be digtal/encrypted talkgroups on the system (surveillance etc)

That is registered to Toronto Public Safety South Tower, Could be Undercover doing work in your area from TPS. P25 and ENC as Mike Stated both Toronto Police and Peel Police use ENC for the good stuff
