Hi,i got back into the hobby a few years ago and purchased a uniden bcd536hp and also a whistler digital base station so i could listen to my local p.d. yonkers new york that had become digital.In the last month they started doing tests on their radio system and for the last week i can hear the dispatcher but when the radio car calls back i hear scrambled conversation and what sounds like a busy signal on a telephone that always makes this noise exactly 10 times.The whistler,a ws1095 model shows an e in the part of the display where it tells you what type of signal it is.My question is this encrypted or something else and is there any way around it? Thanks.

I am nowhere near where you are but, if your Whistler displays the "E" when receiving on that frequency, I can pretty much guarantee you, it is encrypted. The Unidens just won't display anything to give you any useful info in that case, they just skip it.

There's nothing you can do about encryption.

However, in some jurisdictions where encryption is used, they may encrypt only sensitive traffic and broadcast in the clear normal dispatch calls.

The database shows they are encrypted

They just recently flipped the switch after they upgraded their system. Still plenty to listen to in your area though.
