Your scanner is not encrypted.

First off, are you sure that your scanner is programmed correctly? Is your scanner capable of monitoring the agencies you want to hear? What scanner do you have and what agencies are you trying to monitor?

Secondly, the systems you are trying to monitor may have switched on encryption at their end. A way out? No. The agencies that are using encryption believe that they have good reasons for doing so. You can complain to the governing boards of these agencies, but they are not likely to reverse their decision.

There are lot of things to listen to. Check the RadioReference database for your county to see what else is out there.

pro 96, it used to work great but now nothing, and even on live scanner site, BROADCASTIFY, bloom hospital stuff shows up but nothing about police. a friend of mine in jax florida said there, it's been encrypted 20 years.

Bloomington PD and McLean Co are now encrypting their main dispatch channels.
I thing they started around 11/10.
Right now it is ADP but the plan is to move to AES in the future.
Buddrousa states your best ways to get access.

i dont know much at all about scanners. is AES gonna still be useless for us? And, what is

the bottom line is once an agency goes encrypted, the monitoring of those agencies is over period end of story, AES and ADP are just encryption algorithms, the result is the same, no more scanning, and even if someone had the key it is a FELONY on a federal scale to listen if you are not officially authorized

There is A LOT more encryption in Florida than there is in Illinois! From what I have seen there is not much encryption in central Illinois. Illinois State Police are in the clear on STARCOM21 .

The bottom line is police comms in McLean county are encrypted. Encryption had been planned for a couple of years but the riots seemed to put a fire under their butts to do it now. Bloomington was ready and just 'flipped the switch'. Normal and McLean Sheriff had their patrol units encrypted within a month or so with dispatch still clear for a while until they eventually disappeared as well. The best you can hope for is monitor the fire/ems groups as well as ISP which is still in the clear. Once an agency encrypts, it is very unlikely to revert back to in the clear.

I'm not from your area, but i'll comment - there is a lot out there to listen to besides public safety (aviation, railroad, utilities, schools, businesses, ham radio, etc.) Your scanner is far from useless. It probably wont be chattering like before, but I think some of the fun is finding other things to listen to in other parts of the spectrum.

ISP should most definitely be in the clear
I didn’t even start scanning many years ago to listen to public safety, I got a scanner in my teens to railfan

From a trip to Bloomington last night, McLean County, Bloomington, Normal and even ISU are full-time encrypted. FDs, ISP, Ameren, etc are all in the clear

IN CENTRAL ILLINOIS AND THEY RECENTLY LOCKEDVOUT POLICE. Is there any scanner that will still pick it up?

Too vague to answer. "Locked out" doesn't mean anything. What department? Did they start using encryption, or just switch from analog to a digital system?
