I'm hearing what I think is the Ewing Township Fire Department using a repeater on 453.1000 MHz (PL 103.5 Hz). I heard them mention "West Upper Ferry", which is a street in Ewing Township. Can anyone confirm what agency uses this repeater? Thanks.

That is the old Ewing PD Channel 1. They discontinued using it about a year ago and move entirely to the trunk system. Ewing FD is entirely on VHF.

Did you hear unit identifiers or anything else that might indicate who is using it?

There was a dispatcher and a unit talking about ordering food. Dispatch was calling the unit "commander" or "commanding unit", something like that. They were joking around for most of the conversation, though.

Now that I think of it, it might have been the PD. They used "D&D" for Dunkin' Donuts.
