OK. I've probably posted this a lot but never got a reply. To be clear, I'm going to the former Yugoslavia this fall (Serbia, Montenegro, and Bosnia).
I desire to bring my SDS100, and I'd like some guidance on how to proceed.
I am not trying to get arrested, and I'd like some advice from fellow travelers on how to pack and what to say if customs comes into play.
I would also love to know where public safety frequences live and what kind of step should I do for a custom search.

I did some qucik research and could not find any solid answers. Even here in Australia, I am VERY cautious, so I would be "prepared" to have the SDS100 taken away.
Personally, I would not risk it.

I've heard that ownership allegedly is not illegal. I'm guessing the only way they would track it is if you walked down the street with it.

I'm sure it'll pass through like an iPad as it's only a receiver.

Call their embassy. Be prepared to hear "Yes", "No", "Maybe", "What's a scanner", or "I don't know", and then find the exact opposite once you get there.

Bosnia and Herzegovina have reciprocal amateur radio licenses agreements with CEPT countries and apparently the USA, so you might be just fine if you had an amateur radio license and made it look like you were a ham radio operator.

Even if legal, I’d be prepared to be questioned at the airport either on arrival or departure. I travelled to the UK not long ago with a BCD436. The radio triggered extra security when going through screening. I explained that it was a scanner and they didn’t understand. Finally after speaking with a second person and having a swipe test done on the radio, they gave it back to me. Basically a lack of knowledge caused all of this.
