Are you sure it is D16 being a Repeater ? or maybe a weak D15 being simplex ??

Yes that’s national police. It uses no pl tone so it can be subject to any kind of electrical interference and make a radio stop if you are scanning it.

that would have been D-08 in the Analog Days, not 16 and appears to be removed from some of the newer Code plugs for that specific agency.
