FCC Database Search Issue?

If you search the FCC database under West Virginia for frequency 156.0300, the only entry that returns is for Loudoun Co, VA. If you search for "WEST VIRGINIA, STATE OF", go to page 5 and under KB88193, that frequency is listed. Something seems to be off a little, not with the FCC DB but rather something with RR with how the data is submitted is searched.

KB88193 is a mobiles-only license, there is no fixed location on the license to reference, which is why it won't show up under WV. That happens with all licenses that are mobiles only and don't reference a county within the state.
