Hello. For City/County I like to use:
http://svartifoss2.fcc.gov/cgi-bin/ws.exe/genmen/state_county.hts
Or their newest:
http://svartifoss2.fcc.gov/reports7/state_county_sv.cfm

I don't know of a way with the FCC to search for just a city. I use this for that:
http://www.cityfreq.com/

Unless you use lat/long with a radius entered:
http://svartifoss2.fcc.gov/reports7/lat_long.cfm?accessible=YES

Or this one:
http://svartifoss2.fcc.gov/cgi-bin/ws.exe/genmen/lat_long_freq.hts

To get a lat/long for a desired area use, I really like using Google Earth, or these:

Personally I dislike the ancient interface provided by the old FCC references above. Try using the Advanced FCC ULS search. There are lots of advantages to use it as opposed to the "svartifoss" interface that the FCC wants to get rid of.

You will miss some frequencies if you do only one search in the FCC database for any entity that might have multiple licenses issued over a long period of time.

Different people filling out the forms will enter common information in different ways. Troy, City of; City of Troy; Troy New York; etc., are all possible variations that you might find (just insert the name of your city of interest).

Also, people just can't spell worth a darn these days. The FCC database is full of spelling errors, and I don't think the Commission's data entry staff caused them all.

Finally, some people whose job it is to fill out the paperwork don't know enough to do it right. I've seen towns located in the wrong counties and other dopey errors in the database.
