You will miss some frequencies if you do only one search in the FCC database for any entity that might have multiple licenses issued over a long period of time.
Different people filling out the forms will enter common information in different ways. Troy, City of; City of Troy; Troy New York; etc., are all possible variations that you might find (just insert the name of your city of interest).
Also, people just can't spell worth a darn these days. The FCC database is full of spelling errors, and I don't think the Commission's data entry staff caused them all.
Finally, some people whose job it is to fill out the paperwork don't know enough to do it right. I've seen towns located in the wrong counties and other dopey errors in the database.
