I just got a newer computer and a different scanner for the feed. A Realistic Pro-2037 and the computer has Windows 11 Home.
Input is set to the audio input with the sound set at about 75%. I went to the Broadcastify feed where I know there are test calls for local fire departments and not picking up anything.
I'm still trying to learn the in and outs of Windows 11.

Please check the recording settings on the 996p2. The 996p2 has settings to control what channels send audio to the record jack:

See: Easier to Read BCD996P2/XT Digital Scanner Manual
Set Record enables the REC jack for all channels or marked channels in the system or off.
Scroll to 'Set Record' and press E/●.
Scroll to one of 3 settings and press E/● to save and exit.
All Channel - The scanner sends the audio for all channels in the system to the REC jack, regardless of the channel’s record option setting.
Marked Channel - The scanner only sends the audio for channels that have the record option turned on to the REC jack.
Off - The scanner does not send any audio from any channel in the system to the REC jack, even if the record option is turned on for a channel.

But in my windows settings I am unable to find where to adjust the volume settings

In ProScan Radio Feed, you should be able to adjust the volume with the audio control sliders under the Source Client tab.

There should also be a windows mixer button under that tab that will open the Windows sound control panel, and your settings should be under the recording tab. Select your input, select properties and click the levels tab. If no mixer button, look for your sound control panel in Windows.
