Would I program, if at all, the Fort Drum 380MHz system as an EDACS or Motorola system in a Pr096?

Should be P25 AUTO depending what scanner you have. The military trunking systems are usually P25 digital.

The PRO-96 scanner will not track the Ft. Drum system. It is not capable of tracking the 380 MHz systems, because the radio was never designed to receive that frequency band. The PRO-96 is a first generation digital scanner and it limited in what it can do.

The system is an APCO P-25 system, so any of the newer generation digital scanners will do fine. It should be programmed as P25 "auto".
