There may be legacy LMR repeater on GMRS frequencies still, I do know GMRS repeaters are not allowed in Canada, this does not mean there are not any though.
IC(or what ever they are calling them selves this week, has reserved the 467.xxxxMHz inputs(that match the repeater pairs in the US) but they have never authorized GMRS repeaters. Simplex, @ 2w with fixed antennas only. Basically only crappy bubble pack radios on GMS/FRS in Canada.

Edit: GMRS/FRS in Canada is similar to to FRS/MURS/27MHz CB in that it is a not licensed/licence by rule. So that fellow saying he was licensed for years would likely not be accurate, UNLESS it was a legacy LMR license, which I do not think there are any, any more.
